This action was taken by the Bureau of the Assembly of States Parties to the Rome Statute, based on a UN internal oversight report. Meanwhile, Ukraine recently repatriated 186 citizens from Russian captivity, with a human rights expert stressing the urgent need to prioritize civilian prisoner exchanges, estimating approximately 20,000 civilians remain held.
